Features:

1. Implement "Edit Any Phase" permission for WO & PO. (BN-4814)
   • Users who had "Edit Completed Work Order" will now have "Edit Any Phase" permission under Work Orders.
   • Users who had "Edit Completed Purchase Order" will now have "Edit Any Phase" permission under Work Order Purchase Orders.
   • Work Orders -> "Edit Canceled Work Order" has been removed.
2. Add Total Vendor NTE, Source WO, Source PO to WO lists. (BN-4709)
3. Allow edit of PO NTE on projects without needing a proposal. (BN-4721)
4. Trade is now available in Bulk Update WO. (BN-4029)
5. # of Days now displays on WO details header. (BN-4151)
