Features:
- Allow reopen from "Confirm Cancel" and "Confirm Complete" on WO/PO. (BN-4817)
- Update the unsaved changes prompts on billing detail pages. (BN-4614)
- Clear the rate discrepancy on top of invoice when there are edits to the cost table UNTIL a save is made (similar to how it is handled at the line item level). (BN-4764)
