Captures the average star rating provided at the completion of each Purchase Order. This metric reflects customer satisfaction and perceived quality of the vendor’s work.

PO.VendorRating * 0.2 AS Quality_FeedbackRating
Scoring Rules:
Rating → Star rating multiplied by 20
Example: 5-star rating = 100%, 4-star rating = 80%, etc.
Not Scored (NULL) → PO was not rated upon completion
