2023.40: Inactive Users and bug fixes

Features:   

Inactive Users Improvements (US-4548): We have made a series of improvements to the way Umbrava handles inactive users.

1. Added a lock and tooltip on the Deactivate button when the button is disabled.
   1. The tooltip will display why the button is disabled.
2. Disabled 'Set as Default' in context menu when the user is inactive.
3. We have changed the confirmation pop up when deactivating a user.
   1. It will no longer say 'User will remain assigned after deactivation.' if the user is not assigned to anything.
4. Inactive users will no longer appear in the Assigned To dropdown in the Bulk Create/Update Templates
5. Inactive users have been removed from the Email modals

Bug Fixes:

Fix Lag that is seen when typing in Disclaimer fields (US-3896): We have fixed the lag that is seen when typing in the Disclaimer fields for invoices and proposals... the ticket title explained this as well as I could have.

Fix Work Summary Approaching EOL Tile Link (US-6047): We have fixed the link from the WO Summary tiles that lead to the Asset Details page. The tiles should now function as expected.

Link to Archived Documents broken when navigating from WO/Project Details (US-6111): The link to Archived Documents for Locations & Asset has been fixed.

Make link to Location Details on WO & Project Details pages work the same (US-6098): We fixed a bug that was causing the link to Location Details on Work Orders and Projects to behave differently.
